Organization DescriptionThe Colorado Water Conservation Board (CWCB) represents each major water basin, Denver and other state agencies in our joint effort to use water wisely and protect our water for future generations. The Colorado Water Conservation Board consists of 15 members. Eight voting members represent the state’s major water basins: the South Platte, North Platte, Arkansas, Rio Grande, Gunnison/Uncompahgre, Colorado Mainstem, Yampa/White and the San Juan/Dolores/San Miguel. One voting member represents the City and County of Denver, and the tenth voting member is an Ex-Officio, the Executive Director of the Department of Natural Resources. Other Ex-Officios, who are non-voting members, inform and advise the other Board Members on water issues as they relate to or impact their agencies. These five members consist of the Director of the CWCB, the State Engineer, the Attorney General, the Director of the Division of Wildlife, and the Commissioner of Agriculture. Board Members serve three year terms, and are appointed by the Governor after they apply or are nominated for the position. All appointees must be confirmed by the Senate. Applicants for the positions are generally experienced in water resource issues, such as water law, irrigated farming, ranching, and water project planning, financing, or engineering. No more than five appointees can be members of the same political party, and all appointees must reside in the area they represent. The Board meets every two months, in various locations around the state, with location often depending on some of the current issues to be discussed. These meetings are open to the public, and citizens have the opportunity to address the board during official agenda item discussions. This organization operates in Colorado.

Organization ConcernsProviding water resource information to Colorado Water Conservation Board (CWCB) staff, water users and the general public, using data collected and tools developed under the CWCB’s Colorado’s Decision Support Systems (CDSS); helping to maintain the State’s ability to utilize and develop its entitlements under interstate compacts and equitable apportionment decrees in accordance with state water law; devising and formulating methods, means, and plans for… the prevention of flood damages… and to designate and approve storm or floodwater runoff channels or basins…; managing and administering the state’s Instream Flow Program (responsible for the appropriation, acquisition and protection of instream flow and natural lake level water rights to preserve and improve the natural environment to a reasonable degree); developing Colorado's water resources by promoting necessary and appropriate development of Colorado's water and by promoting wise and efficient use of Colorado's limited water resources; promoting water use efficiency while providing public information and technical and financial assistance for water conservation planning; promoting drought planning by encouraging and assisting communities to prepare and implement drought mitigation plans and by monitoring drought impacts and informing the public, media, and state officials;helping prepare for and meet Colorado’s future water supply needs. Meeting our future needs must be done in a manner that considers all solutions and addresses the important environmental and recreation needs of our state. In addition, since agriculture accounts for about 85 percent of our water use we know that meeting future needs will likely have an impact on our irrigated agriculture and farms and ranches. It is essential that we look for opportunities that sustain our important agricultural and rural communities as these changes take place.
